Utility Infrastructure Meets Industry Needs

The existence of a utility infrastructure that can meet the needs of business and industry is vital to the economic development of any community. Morristown and Hamblen County boast a combination of reliable sources for power, water, wastewater services and natural gas services.

The variety of rate schedules and incentive programs provide the tailored services to meet every industrial need.

Power, water and wastewater services are provided through the Morristown Utility Commission to both the East Tennessee Valley Industrial District, the Morristown Airport Industrial District and the East Tennessee Progress Center. The Morristown Utility Commission, through its affiliation with the Tennessee Valley Authority, provides service to over 13,000 customers.

Morristown Utility Commission is committed to preparing for the community’s growth by always striving to expand and improve services to its customers. There is a strong reserve margin for electric service and available sewer capacity for more demand.

Natural gas service is available through the services of Atmos Energy Company, a private distributor, serving 6,000 customers in Morristown and Hamblen County. The company is supplied by East Tennessee Natural Gas Company with two lines into Morristown—an eight-inch line and a four-inch line. Natural gas and propane are available in both the East Tennessee Valley Industrial District, the Morristown Airport Industrial District and the East Tennessee Progress Center. Rates for this service are available upon request from United Cities Gas Co.

Solid waste disposal issues can be addressed by the Morristown Hamblen Solid Waste Board who operate the community’s state-of-the-art landfill.

All local utility providers partner with the City of Morristown and the Chamber of Commerce to help meet the needs of new and expanding industry. Representatives from the utilities are available to meet with industrial customers to provide assistance on rate calculation, utility site information and other technical information.

Morristown Power System
(Rate effective October, 1997)

Character of Service

Morristown Power System provides power to industrial, commercial and residential customers at the following nominal voltages:

*120/240V 3 wire, single phase, 400A max.
*120/240V 4 wire, three phase delta
*120/208V 4 wire, three phase wye
*277/480V 4 wire, three phase wye
*480V 3 wire, three phase delta
*7620/13200V 4 wire, grounded wye

Morristown Power System normally operates under the American National Standards Institute (ANSI) Standard [2] for voltage levels, with all voltages within the favorable or preferred zone as set out by the standard.

Availability

These rates shall apply to commercial, industrial, governmental, institutional and residential customers. The conditions below are general and special conditions such as minimum billing and seasonal service may apply. A contract is required for loads exceeding 50 kW.

Contract Demand of 5,000 kW or Less

Less than 50 kW
Monthly charges for annual billing demand less than 50 kW, and for monthly energy consumption less than 15,000 kWh.
Customer Charge: $12.00 per delivery point per month.
Energy Charge: 6.162 cents per kWh per month.

Between 50 kW and 1,000 kW
Monthly charges for annual billing demand between 50 kW and 1,000 kW, or for demand below 50 kW but greater than kWh use.
Customer Charge: $135 per delivery point per month.
Demand Charge: First 50 kW - no charge
Excess over 50 kW @ $9.55 per kW.
Energy Charge: First 15,000 kWh @ 5.672 cents per kWh. Additional kWh @ 3.211 cents per kWh.

Between 1,000 kW and 5,000 kW
Monthly charges for annual billing demand between 1,000 kW and 5,000 kW
Customer Charge: $200 per delivery point
Demand Charge: First 1,000 kW @ $9.56 per kW.
Excess over 1,000 kW @ $10.11 per kW.
Plus $10.11 per kW of the amount the demand exceeds the higher of contract demand or 2,500 kW.
Energy Charge: 3.213 cents per kWh.

Contract Demand of Over 5,000 kW or Less Than 15,000 kW

Customer Charge: $1,500 per delivery point per month.
Demand Charge: $10.19 per kW of billing demand.
Plus $10.19 per kW of the amount the customer’s billing contract demand.
Energy Charge: 2.637 cents per kWh up to 620 hours use of metered demand.
2.152 cents per kWh for all additional kWh.

VPI (Variable Price Interruptible) contracts are also available for loads greater than 5,000 kW.

Determination of Demand

Distributor shall meter the demands in kW of all customers having loads in excess of 50 kW. The metered demand for any month shall be the highest average during any 30-consecutive-minute period of the month of (a) the load metered in kW or (b) 85 percent of the load in kVA plus an additional 10 percent for that part of the load over 5,000 kVA, and such measured demand shall be used as the billing demand, except that the billing for any month shall in no case be less than 30 percent of the higher of the currently effective contract demand or the highest billing demand established during the preceding 12 months.

Minimum Bill

The monthly bill under this rate schedule shall not be less than the sum of (a) the base customer charge, (b) the base demand charge, as adjusted, applied to the customer’s billing demand, and (c) the base energy charge, as adjusted, applied to the customer’s energy takings; provided however, that under 2 of the Base Charges, the monthly bill shall in no event be less than the sum of (a) the base customer charge and (b) 20 percent of the portion of the base demand charge, as adjusted, applicable to the second block (excess over 50 kW) of billing demand, multiplied by the higher of the customer’s currently effective contract demand or its highest billing demand established during the preceding 12 months. Morristown Power System may require minimum bills higher than those stated above.

Seasonal Service

Customers who contract for service on a seasonal basis shall be limited to 2,500 kW and shall pay the above charges, as adjusted, plus an additional seasonal use charge equal to (1) 1.33 cents per kWh per month under 1 of the Base Charges, (2) the sum of 1.33 cents per kWh for the first 15,000 kW per month and $4 per kW per month of billing demand in excess of 50 kW under 9 of the Base Charges, and (3) $4 per kW per month of billing demand under 3 of the Base Charges. Consistent with Distributor’s standard policy, the customer may arrange for seasonal testing of equipment during off-peak hours.

For such customers, the minimum bill provided for above shall not apply. Distributor may require additional charges to provide recovery of costs for customer-specific distribution facilities.

Contract Requirements

Customers whose demand requirements exceed 50 kW shall be required to execute contracts and such contracts shall be for an initial term of at least 1 year. The customer shall contract for its maximum requirements, which shall not exceed the amount of power capable of being used by customer, and Distributor shall not be obligated to supply power in greater amount at any time than the customer’s currently effective contract demand. If the customer uses any power other than that supplied by Distributor under this rate schedule, the contract may include other special provisions. The rate in any power contract shall be subject to adjustment, modification, change or replacement from time to time as provided under the power contract between Distributor and TVA.

Payment

Bills under this rate schedule will be rendered monthly. Any amount of bill unpaid after due date specified on bill may be subject to charges under Distributor’s standard policy.

Single Point Delivery

The charges under this rate schedule are based upon the supply of service through a single delivery and metering point, and at a single voltage. If service supplied to the same customer through more than one point of delivery or at different voltages, the supply of service at each delivery and metering point and at each different voltage shall be separately metered and billed.

The Morristown Water System’s primary source of water is Cherokee Lake. The distribution system provides reservoirs at strategic locations with a storage capacity of 12 million gallons. The designated capacity of the plant is 24 million gallons per day with an average pressure of 65 pounds per square inch to commercial users in the industrial areas.

Water Treatment Plant Prospectus

Water Sources

  • Cherokee Lake

The Morristown Water Treatment Plant process consists of coagulation, sedimentation, and filtration with eight mixed media filters. Potassium Permanganate and coagulant is added in the flash mix, then fluoride and corrosion inhibitor is added after filtration Water is then filtered again through a deep bed Granular Activated Carbon Contactor. Chlorine is added to the effluent of the carbon contractor.

Morristown Sewer System

The Morristown Sewer System has a secondary wastewater treatment facility with a maximum treatment capacity of 7.5 million gallons per day. Currently, the facility treats an average of 5.0 million gallons per day, and can be expanded to 10 million gallons per day when demand deems necessary.

$500.00 per 10,000 gross square feet of floor area, and $125.00 per 5,000 gross square feet or portion thereof in excess of 10,000 gross square feet.

Sewer Use Fees

The sewer use fee for Residential, Commercial and Industrial Users located within the corporate limits of the City of Morristown is $1.94 per thousand gallons of potable water used, with a minimum monthly charge of $3.88.

The City can also provide sewer services to entities located outside the corporate limits of the City, however the entity will be charged the same fees, including minimum charges, times a factor of two (2) to adequately compensate the City for utilization of POTW capacity and excess operating and maintenance cost.

Commercial and Industrial
Surcharge Fees

Normal concentrations of compatible pollutants are defined as 250 mg/l of BOD, 250 mg/l of TSS and 100 mg/l of FOG. The City may accept waste treatment at the POTW that contains excessive quantities of compatible pollutants. In the event the City elects to accept such waste for treatment, a surcharge shall be charged based upon the strength of the discharge up to the maximum levels established herein. Wastes that exceed the maximum levels established shall be deemed to be non-compatible, and shall not be accepted for treatment by the POTW except as specified. There is a specific calculation for this surcharge and can be calculated by the sewer system.

The surcharge rate for BOD will be $0.10/lb., the TSS rate is $0.08/lb., and the FOG rate is $0.12/lb. These rates are based on the actual costs to the City and shall be evaluated not less than every two years by the City.

Firm Rate:

This rate provides uninterrupted natural gas supply 24 hours a day.

Optional Rate:

Qualifying industries have the option to select this discounted rate. Historically, this rate has averaged less than $3/Mcf.

Transportation Rate:

Qualifying industries may elect to transport their own gas. Before choosing this rate, our industrial marketing staff can help a company compare burner tip prices.

Economic Development Rate:
